When to use it
A director has a relationship relevant to a proposed decision.
When records disagree, identify the exact conflict and its effect on the decision. A newer filename, a confident account or a copied email does not establish which instruction is authoritative.
Write the two incompatible statements side by side. Identify origin, version, date, entity and affected decision. A draft policy and an adopted policy can differ without either record being corrupt. A later message may describe implementation rather than amend the governing decision.
Separate disagreement about facts from disagreement about authority or interpretation. A missing signature, inconsistent quantity and disputed approval right need different reviewers. Keep the question narrow enough that the evidence owner knows what must be retrieved.
Retain the original copies in the approved restricted system. Create a comparison index with stable references; do not replace originals with a combined summary. Record when and from where each copy was obtained. Keep subsequent corrections linked to their origin.
Ask the record custodian for the adoption, amendment or executed agreement establishing the applicable version. The person collecting evidence need not be entitled to decide its legal effect. Name the record custodian, operational owner and required professional or approval role separately.
Record what is known, what is not known and which commitment depends on the missing conclusion. An interim step needs its own authority and boundary. Do not turn missing evidence into an allegation or an assumption that expenditure is approved.
A resolution record should state the conflict, examined sources, reviewing role, accepted interpretation, remaining limitations and effective application. Distinguish a verified source correction from a new discretionary decision; the latter needs the appropriate decision process.
Identify every active output affected: policy index, work instruction, pending purchase, meeting brief, contract tracker or action log. Update authorized copies while retaining the superseded reference. A conflict is not resolved if teams continue using incompatible instructions.
Have an authorized user locate the final version and explain the next action from it. Check a representative affected workflow against the resolved basis. This is a bounded usability check, not a declaration that all historical records were examined. The GAO reference concerns federal internal control and does not establish an association’s obligations.
A fictional email permits a larger commitment than the current adopted policy. The review must determine whether a valid amendment exists rather than assuming the later message governs.

| Record to obtain | Review question or calculation |
|---|---|
| Policy and adoption reference | Compare the operative statements |
| Later message and origin | Find the authorized amendment record |
| Applicable amendment authority | Retain the gap before a new commitment |
Useful working output: A resolved authority basis or an explicit unresolved decision dependency.
Adapt the record request to authorized access, governing documents and the actual property. The example does not verify any unknown input or replace a professional conclusion.

No. Confirm the adoption, amendment or execution record and its applicable period. A timestamp alone does not establish authority.
Explain the gap and its effect. Any interim action needs an authorized basis; refer interpretation to the appropriate reviewer.
Confirm the applicable source and any later changes before a property-specific decision. The guide provides coordination controls; professional conclusions remain with the appropriate qualified reviewer.
